I just rewateched the last part where he was asked to clarify but couldn't hear the exact question being asked. Another reporter seems to ask if the application has or will be rejected and his response was along the lines of "it's a matter the government is working through but I've given MY opinion on the matter."
So yeah, doesn't seem like a decision has been made but certainly the PM doesn't like it. Probably for political reasons rather than fact based reasons. This stock is a hell of a ride.
