Everything is held up, that's the reason - everywhere!. Admin distractions to create COVID policies within government, changes between departments, illness, lack of resources, slow implementation of widespread technology, etc., I don't think it's anything sinister... A lot of countries civil servants are saddled with an abundance of COVID policies that are needing urgent attention. Some things get dragged for a while...

"The Minerals Council South Africa notes the discussions relating to licence applications across the mining industry which took place at the Mineral Resources and Energy Parliamentary Portfolio Committee meetings on 24 February and 3 March. The Department of Mineral Resources and Energy (DMRE) indicated that 235 mining rights; 2,485 prospecting rights; 1,644 mining permits; 238 Section 11 change of ownership transfers; and 724 licence renewals are currently backlogged."
