They'd be starting to get set that's for sure, not showing their hand though, so their shareholding would be under 5% and in a trustee account. Would want to fly under the radar and get a few in place early before telling anyone.
As far as getting production started earlier, I reckon you would likely see them starting to shift dirt around well before, but you can't do anything with it until the plant is ready. But, when they start ordering some of the long lead-time parts of the plant you know its on!
