The appeal recommendation is given by an 'appeal administrator' who doesn't have the authority to either approve or deny EA.
Important to remember that the Minister approved EA, appeal submitted which automatically revokes EA, recommendation on upholding appeal facilitated by 'administrator' and sent back to the same Minister who initially approved for a decision.
