You're cracking me up. International license or not, it ain't international. So no direct flights from Horn to Fiji.
Coarse it has 'full Border Security and Biosecurity' but that has fek all to do with the international airport license but a lot more about the treaty in place up here. The border is porous to PNG here and Australia proper is only 4 k's off the coast of PNG. Go Google.
