Statute of limitations are generally 7 years - why wasn't it reported/investigated earlier? She had psychological issues - how would her testimony hold up? Did she imagine it?
As for prior 4 Corners revelations, none of those involved a rape so I'm not sure how you conflate the two. The initial alleged crime happened (or not) as a 17 year old.
He may well be guilty but she failed the process - hearsay evidence from her boyfriend doesn't cut it either.
