They are definitely raising capital. Question is it from another miner like Xstrata or from institutions? If it is another miner, the stake is probably a long-term investment which means that the stake shouldn't be dumped on to the market on reinstatement of trading.
If it is a placement, shares could be dumped by the institutions on reinstatement of trading causing SP dilution. However I am hoping the institutions to do sufficient due diligence to make sure that Roseby is commercially viable and not just giving URL money so they can dump the placed shares on open market after resumption.
