There is no possibility that APT could sign up billions of people. Even hundreds of millions is highly implausible. There are already dozens of global BNPL operators with new ones arriving almost every month. It's an intrinsically unprofitable business that has extremely low barriers to entry. Most of them will fail.
The CBA business has millions of high value customers locked into multi-decade contracts.
