depends how it's executed. sometimes there's a share offer purchase plan that gets mailed to all current shareholders or, most of the time companies find a large investor to buy a bulk parcel, usually at a discount, so there's only one transaction for cap raising funds.
in this case QPM have found an investor to purchase the whole parcel.
