It's not a placement to local investors, which would seem the politically correct thing to do. It's not large enough to replace farm in funds for drilling, so is not really a useful amount of money. Seismic test funds possibly, but farm in is due any day now.
Its come on the eve of PSA signings. it can't be graft money in a newly open for business Zimbabwe government ... so I'm going with a PSA clause for Muzarabani community programs or similar.
We know local chiefs expect such contributions, but would be best once we started to bring in revenue.
