I concur with MJA - I work in the development industry, mainly getting approvals for new developments on behalf of big clients (inlcuding some mining and quarry operators). I have worked in a numberof different countries and its the same everywhere.

For my projects, when an approval is issued the council/gov't agency/approval body provides me with the approval directly (ie, it comes from their office to mine) and there is no telling when it will happen. most often they tell you monday, then delay a week, then another - then it just arrives in the post wednesday in 3 weeks time....)
