Screw this. The whole exercise is pretty useless then. NASA will just have year after year of small companies beating a path to their door and the winner is ... NASA. Reminds me of companies offering services to IOC. There was never anything in it for them. We're better off with some commercial partners. How many Mars Rovers do you think will be made in the next year?
