Skypilot, that's where the negotiating in good faith to finalise the Agreement comes into play. While the fine detail of the Industrialisation Agreement is still being worked out, the project moves ahead as intended. This is evidenced in part by the high level recruitment going on at Unilife.

I believe the delay is largely due to the simple fact that the negotiating team from SA are not resident in Pennsylvania. A lot of this will be being done by teleconference, not face-to-face meetings. Nor is this a simple invitation to party, with an RSVP. It's a seriously substantial legal document running to several hundred pages including budgets and annexures. The draft gets batted back and forth between Unilife and SA, amendments are discussed, agreed upon, inserted in the document. Then the lawyers get hold of it, then it gets batted back and forth some more, further amendments are discsussed, inserted, discussed, approved and so it goes on.

I also think it's delayed because the goal posts have shifted since the original License Agreement was signed, meaning there is more to negotiate than was first envisaged when the original timeline was put in place.

If you think it's frustrating for us, (which it is!), imagine what it's like over there. I remain fully confident that we will be blown away when finally we get to see what's been under negotiation these past several months.

Not to mention the fact that the daily and weekly MAs have bisected the monthly MA for the first time in five years, moving up, not down. Is a picture worth a thousand words? I think so.
