    I believe you are right, the key to me was the third key part of the phrase :

    ”Revocable and non assignable and exclusive right to practice” granted to Sensera by the DoD .

    Exclusive right to practice. Not a patent, but the next best thing ? I have assumed that gives us protection in the USA from any competitors.
