I imagine, aflatoon - that they do not want another Somalia (which did NOT have oil) eg go in to help and then have to fight another war, against local warlords suppoted by the population.
Who, despite the US and others trying to feed them, are happy to also drag dead US soldiers through the streets. Why would they want that again.
