You've called this one pretty badly. Assuming certainty when clearly there was risk. And now you expect a deal to be renegotiated 'shortly'?
Re your comments about Rudd:
1. It's state, not federal gov't
2. Even if it was federal, he's possibly very busy man and can't possibly overturn every injustice (real or perceived).
