DBL, I think you may be a bit off mark about the conveyor system - I suspect NAG did make a start.

It appears that NAG had made a start on installing the "high tech" conveyor system, and even went as far to acquire computer/electronics/screens for the 'high tech' system. However the EPA stepped in and demanded that the installation of the 'high tech' conveyor and weighbridge systems be stopped and all the electronics that NAG had acquired for the system be removed from site and the site remediated. I believe that it even resulted in a fine for the company.

So NAG most likely did try to start the installation process, however got stopped, and ultimately had to pay fines for the proposed installation
