There is more. The local Chinese team only recognises a contract win on first payment from customer. They know the landscape. No order is certain until first progress payment is received. But leading up to it is fulfilment of the order, which RI and the BOD will see from budget projections, but can’t let the cat out of the bag until the Chinese colleagues collect first progress payment.
