I think when the permits get approved, we then move into the "expectation" stage of SP life. 10-12 cents would represent the expectations driven by the leases and reports of He deposits.
The truly exciting prospect is if and when they hit large pockets of He from the drilling activities. The SP could really rocket - though I suspect it will attract the interest of other (maybe bigger) players - so maybe a TO of some sort could be somewhere in the future.
