Well I'm not sure about that.
They have paid a dividend each year for the last 5 years and risen it from 0.5 to 0.10 per share even when their ROE was much better, they still paid a small dividend. I feel it's a founder and seed investors legacy to return some capital rather then selling. but thats only my guess!I personally would rather see it spent on Sales/Marketing, business improvements or to wipe the debt off
