When I spoke to Intersuisse they said they had interest (expressed) in excess of the Shortfall and were now just chasing up money. The gentleman said he fully expected that it would close oversubscribed and they were allocating shares on a first in best dressed basis. Of course ESI held the right to pare back applications if they chose to.
This was about 1 week ago.
