That logic doesn't make sense. Keith Pitt publicly stated he was waiting for John Barilaro, and if that is true, which I believe it is, then Keith Pitt has only been assessing it since the 17th of February, ("I met with Minister Pitt on 28 October to discuss the latest developments including the point raised above on the delivery of the recommendations from NOPTA, he advised me that he has yet to see the recommendations and that I should follow up with Minister Barilaro regarding the status of the report." https://www.zalisteggall.com.au/pep_11) which means at best if he assessed other permits as he does PEP-11, then it should have been concluded on the 19th of March:

However, it looks like we passed this date, partially probably because the PEP-11 permit is bigger than the average permit, and likewise the paperwork required would probably be bigger, although it would also partially be because of either being a political hostage, or what I suggested which is that Keith Pitt may be waiting for the second application to hit the Joint Authority stage.

What you don't acknowledge in your comment is that PEP-11's first application has been in the Joint Authority twice, so it is not just a gap from August 2020 to February 2021, it was in the Joint Authority before July (in July 2020 it was in Further information required status, NOPTA published the change to Joint Authority status the second time on the 07/08/2020).
