I'm talking about AED's announcements in both cases, and NWE was not in pre-open when AED made the announcement. Anyway, I expect some to wake up to the potential impact on NWE soon. If you don't develop it in the success case, then you wouldn't drill the step out well. This is assuming net pay came in as expected, and nothing ion the announcement suggests otherwise. In fact, technically the announcmemnt only suggests that the only remaining issue is which development option will be chosen, not whether it will be developed. Whether this was the intention or not is probably debatable.
