Costs always go up, especially in this environment, but IMHO its more likely that Santos is looking at its forward capital commitments and wants to put a bit of a lid on them. They've already announced FID on Barossa, so perhaps they don't want to add 80% of the Dorado development costs on top of their already significant portfolio of debt / capital spend?
