Yeah, I've seen a few people shocked that they cant register for the tournament, because they needed a receipt dated last month, for a tournament that's next month (if i remember correctly).
Looks like the ESA people are helping them slide in registrations behind the scenes.
Still have no idea what Kellogg's was doing when they imagineered this registration process....
