Taking into account all of those considerations can be complex and expensive.
They 'may' just scale the allocation based on holdings at the time of the SPP being announced.
For what it's worth - my back of the beer coaster calculation has available shares in the SPP divided by shareholders on a one for one basis giving each individual shareholder an allocation of approx $1000. I know that doesn't mean a lot but it does gives you some idea of just how few shares you can expect. Particularly with the share price currently above the issue price.
