Good points shanus.
It would seem reasonable that if farm-in negotiations are well advanced sufficient time is allowed by the authorities for the JV meet its obligations following a farm in deal. It is now taken for granted that a farm in is necessary and Oilex has confirmed that negotiations are proceeding.
You mention two likely candidates shanus which in my view each have appropriate experience and clout. I would be inclined to think that this obstacle of a high cost rig will assist in the sealing of any deal. It would certainly give Oilex a good lift it there was an announcement of a deal before the end of June.
All the best
