If Hallgarten's 15c target is for IXR, then the introduction of a 15% govt free carry will reduce that target by 15%. Happy to be corrected if you have an argument why that would not be the case. But ackowledging the point made above that it's up to 15%.
But agreed, as I said in my original post, that the upside remains and weakness is a buying opportunity, imo.
