No, it is an on-market buyback so they pay the market price, just like you and me, each day they decide to buy shares. The $29 quoted is an assumed price based on Fridays close but they can buy above or below this price over the 12 months and can spend more or less than the $1.59 billion quoted based on the price they pay for shares.
I believe there is some restriction on the intra-day price movement allowed for purchases but I am not sure on this.
