Excuse my ignorance Acees... "and they need to be exceptionally efficient to overcome the inefficiencies of producing electricity under water as well"... why is it inefficient to generate electricity under water?

Also, while I am at it, how safe is it? I'm just putting myself in the place of a diver sent down to fix a 2MW BioWave unit. Am I gonna get fried if water gets into the wrong bit of equipment? Or will the module concerned be relocated to the surface for repair?
