Of course what "tightening the purse strings" means in reality is that funding will be cut to social programs like health and education while any restrictions on profiteering by corporations will be loosened. Any tax cuts will disproportionally favor the ultra wealthy and corporations at the expense of the working class.
"tightening the purse strings" has been ongoing since the 1980's and the gap between rich and poor has only accelerated.
