Call me stupid, but I fail to see the logic in reducing your earning capacity because you've been hit with a big bill.
Given that it is Russia I'd expect any turndown in production would result in the army being called in to run the company. Putin isn't going to let one of Russia's biggest foreign currency earners lie idle.
