As they are all entwinned with each other, i would not be surprised at all if it were a way to syphon off money from HCT and then HCT go to market for more money.
As the Doc has with his inners the controlling votes on anything he wants to put forward then any cr would go through...
I am assuming TGA has either NOT been applied for or it will come back with complications(that is just my outlook as nothing the Doc has done has come to fruition)
