It is HRZ being conservative and not doing a resource estimate for the deeper oz, probably due to most of the deeper oz's being in the inferred category atm and I suppose HRZ are only really interested in what can be added to the mine plan. Why waste time and resources jorcing oz's that won't be mined in the medium term.
They have spent the $$ so it can be converted to reserves.
