In order to produce the concentrate PNB they need to first make the plant and process the concentrate hence the need to raise the funds first. I do note however, that in the last investor presentation, they talk about negative/ positive cash flow in one of the graphs (the red line) maybe this indicates they will fund the plant from debt (borrowings), a far better outcome for us and also the company IMO.
