This remains a highly unusual situation.
Today's announcement is NOT CONSISTENT with the transaction proceeding in a plain sailing fashion as a board recommended offer.
FER could still emerge with a clean board recommendation - but they are clearly going through a full process of considering the merits of the offer . . . . presumably in light of the information that FER and its independent expert have access to.
