I tend to agree. My thought when I first read that comment about an "unresolved dispute" was that there was a bit of a disconnect somewhere. The most recent comments from OGC and in some of the reports have indicated that the agreement is waiting for a government official to sign it off and then for it to go to the president's office for the final signature. Certainly no suggestion of anything contentious and it is just a matter of the pen being found and wielded accordingly. Perhaps the rise in Covid problems in the Philippines presently is having an influence on what is being concentrated on.
