Minister is wisely running the EIA and not taking a politically looking positions outside uranium and earlier agreement. They do not need to take a position which could be challenged in a court. Beowulf mining in Sweden is an example where process has been stalled for 8 years now.
The next step could redoing the EIA including the background materials and data, REEs, polonium-210, ecologic effects of uranium and thorium.
