No, It means they have removed the 26" start diameter and started with the 17 1/2"
The 24" casing POSSIBLY contributed to the drill string breaking in WE2.
The amount of torque required to drill a 26 " hole would be huge.
The smaller start size, as we can see, is way faster and will result in a faster and cheaper drill.
