Not necessarily, there could be an MOU for funding worked out with the financiers that has a number of conditions precedent built into it - like approval of ML and successful conclusion of equity placement.

If I was the financiers I'd want to see the up to date financial metrics though before reaching an agreement. Namely with the inclusion of updated feed study, wedge results, SEZ considerations - and possibly any negotiated reductions in transport costs. What ever happened to this BTW? Talks with rail and port authorities was regularly discussed before going to silence. I know it's a ways away before we're paying for haulage, but I hope there's movement there. Anyway there's different levels of MOU that could be used, so they don't necessarily need to see all the above to reach an initial understanding - however I wouldn't be surprised if the stated MOU plan is not mentioned any more.
