IMO: if true then GGG cant justify spending any more money on this project. have to congratulate them on raising the money when they did, and more than they needed. takeover is still a possibility for a large company who can sit on the project awaiting legislative change. Wont get as much for it as would have otherwise. GGG may want to hold onto it but will need another project in the meantime. hence, the money that they raised may come in to play.
