minister isn't going to say the words "WE WILL" if its not already done. He would have said we may or we are likely to... Expecially in front of media, saying we will is hard to backtrack from even if its not already done.
On when, we have from numerous sources now the cabinet met. PEK have alluded to this speculation. Add to that the minister 2 days later is saying "WE WILL" means risk is even lower now and return has always been so high that being Long is logical
Add to that the Chinese friction and PEK has a bright future purely by the derisking of having the Minister confirm it. The receipt of the SML is even better but i dont think the market will see the SML as an uncertainty any longer
