I may be wrong with regards the administrator's objectives, BUT.
Generally speaking the operations continue until a plan is devised and that includes possible buyout/ takeover discussions and options being explored. There are also possible rescue options available as well, especially when the company has been materially affected by external factors that no longer exist.
There may be a continuation of operations to maintain existing value and continuation of revenue until these are extinguished.
The danger in rescuing a company is that the employees jump ship and further weaken the company's ability to function as intended.
