In my opinion it would be unethical for a reporter to put in quotes (a) words that were not exactly what the person interviewed said, and (b) not ask the person whether they could put something in quotes that the person interviewed had said.

That has been my experience when being interviewed by trustworthy reporters. I learned my lesson after being interviewed over the phone by a reporter unknown to me, who quoted me in a newspaper as having an opinion that was contrary to what I had said to the reporter..
