Just a thought... Responsible (ish) government has lots of Tami from last time this all went down. They don't want to throw it away as it goes over best by, and it works against the current nasties. If they say "we are buying Relenza, its the new big thing" then everyone is going to want that when they get sick, and trying to move Tami will seem money grubbing and irresponsible.

Soooo... responsible (ish) government buys Relenza and Tami (to keep their options open, new bugs can become immune to either so good to have both available) but keeps Relenza as a rabbit to pull out of the hat when the public could use some good news
