I keep wondering why they would do this prior to 'major news'.
The most logical explanation is that perhaps the BOD felt that 1.3c was good going. If they are in dire straits and predict a far worse SP in the near term it would make todays events a necessary evil and better in the long run to secure the funds at the higher rate of 1.3c.
