the latest announcement states that Inca are ready to commence drilling. And yes, physically they are ready to commence drilling. Are they currently permitted to commence drilling? That is a separate matter which has not been addressed.

basically Inca seem to be wagering that the water permit is about to be issued; however, if it is delayed for a week or two then the company is going to have egg on it's face. The failure to directly address the water permit in the announcement is an attempt at obfuscation.
