    What does FOUO mean? It’s from a digital broker - there are a few out there, OnMarket BookBuilds, Fresh Equities etc. The information in the email was released after PEN went into trading halt.

    You seem to be looking for a conspiracy. There isn’t one. It’s standard practice for brokers to blast out placement terms to clients during a T/H for a cap raise, that’s how they solicit commitments.
