I think a certain amount of people did not bother because the current on market price was too close to the entitlement price of 2.8c....alot of hastle for little result....IMHO
The other scenario is that its a sign of the times wereby not many people have much surplus/ spare cash following last years credit crunch....if not they still have plenty of cash with the private placement, and im sure someone may underwright the remaining shortfall....happens all the tme...wouldnt be concerned at all
