Read the annpouncement now, and it is to do with material capital raising.
Does that still mean it could be a joint venture? It does not say SPP, although it could be.
The mob that put the 2m in earlier have first dibs on any capital requirements. This institution is controlled by the Chinese government, as I understand it. Its just at arms length and gives the impression of independence.
Here's hoping anyway.
